The permit runs through the California Department of Fish and Wildlife, not the city or county. That's the door we'll point you at, and we'll tell you honestly what the timeline tends to look like.

Hazard situations have their own rules, and CDFW issues a free Hazard Management Permit to property owners for exactly this. Read the limit carefully before you get your hopes up: it can authorize removing a dead Joshua tree, or trimming a living or dead one where a genuine hazard exists — it cannot authorize removing a living Joshua tree. That's a different permit and a longer road. Documentation matters either way, and an evaluation is what protects you.
